The delay shows up in Seattle and in Chicago, and it originates in a few miles of track north of downtown Minneapolis where two heavily used lines share limited capacity.

The corridor carries intermodal containers moving between West Coast ports and Midwestern distribution centers, grain moving east and south, and a growing volume of crude oil and construction aggregate. It also carries passenger service, whose schedule reliability depends on freight dispatchers.

Capacity constraints on rail are rarely about track alone. They are about sidings, signal spacing, crew change locations and the interaction of trains of very different lengths and speeds. A single slow train on a two-track segment can cost hours across a network.

The railroads have made incremental improvements — longer sidings, upgraded signaling — that have raised throughput without addressing the fundamental geometry.

A fuller fix involves grade separations, additional main track and, in at least one location, a bridge. The estimated cost runs into the hundreds of millions, and the beneficiaries are diffuse: shippers in other states, consumers everywhere, and a regional economy that experiences the benefit as an absence of delay.

This is the classic freight infrastructure funding problem. Railroads are private companies that own their track and pay for their own capital. Public benefits from congestion relief are real and accrue to people who are not the railroad's customers.

Federal grant programs exist for exactly this mismatch, and the corridor has applied twice without success. Reviewers rated the projects well on merit and noted that the local match was thin.

Local officials also raise a separate concern: at-grade crossings. The corridor crosses several streets at grade, and blocked-crossing complaints have risen with train lengths that now routinely exceed two miles.

A blocked crossing is an inconvenience for a commuter and a genuine problem for an ambulance. Municipalities have limited authority here, as federal law preempts most local regulation of rail operations.

The railroads note, correctly, that longer trains are more fuel-efficient per ton-mile and reduce total crossing events. Neither point helps the fire engine waiting at Lowry Avenue.
